Fire safety in business premises and the common parts of residential buildings is enforced by North Yorkshire Fire and Rescue Service, which has been overseen since May 2024 by the York and North Yorkshire Mayor. Landlord responsibilities for rented homes and HMO licensing are handled by North Yorkshire Council. Selective licensing applies to all privately rented homes in two parts of Scarborough (Scarborough South and Scarborough Town); elsewhere in the council area only mandatory HMO licensing applies.
